Conversion of coke oven gas to LNG

In the process of converting coke oven gas into LNG, the gas comes out of the gas holder and goes through processes such as purification, methanation, deep cryogenic liquefaction, and ammonia synthesis. Can the gas that is not up to standard or the off-gas from these processes be reused by returning it to the gas holder, or must it be burned in a flare?
The hydrogen-rich gas separated by cryogenic methods should not be fed into the gas holder for recycling, as hydrogen will continue to accumulate. If you have carbon offsetting, then that’s a different matter.
