Issues with purging during catalytic unit shutdown for maintenance

During shutdown for maintenance and purging, how should control valves, flow meters, and filter valve assemblies be purged? (Is it to be cut out and taken along a side route?)
The control valve and flow meter are connected to a bypass line, and then air is passed through; the control valve is moved back and forth several times. Purging of the main flow in the filter valve assembly.
It is not possible to use steam for purging for long periods of time in large quantities
