The relevant details are notified as follows: 1. Appraisal institution and issuing authority: Vocational Skill Appraisal Center of the Ministry of Human Resources and Social Security. 2. Appraisal arrangements: (a) Applicable candidates: Those in the field of work safety who meet the application requirements specified in the \"Professional Standards for Safety Assessors (Trial)\", including both first-time applicants and those seeking to upgrade their qualifications. 2. Candidates who failed the assessment in 2015 but have a passing score in one subject and thus meet the requirements for a make-up exam. (II) Schedule 1. Schedule for the assessment: Date Task September 5–September 12: Online registration; deadline for registration is September 14. Submission of registration materials by mail. October 9–October 13: Checking the results of the review and confirming participation in the assessment. Starting from October 20: Printing of admission tickets. November 5: The actual assessment. 2. Schedule on the day of the assessment: November 5, 2016. Level Assessment Time Subject Level 3: 9:00–11:00 a.m.: Theoretical knowledge; 1:00–3:30 p.m.: Professional skills. Levels 1 and 2: 9:00–11:00 a.m.: Theoretical knowledge; 1:00–3:30 p.m.: Professional skills; 4:30–5:30 p.m.: Comprehensive evaluation. (III) Locations for the assessment: The cities where the national assessments for safety assessment specialist qualifications will be held in 2016 are: Beijing, Shijiazhuang, Dalian, Nanjing, Fuzhou, Jinan, Zhengzhou, Guangzhou, Kunming, and Urumqi. After registering online through the Safety Assessor section on the website of the China Safety Production Association (www.china-safety.org.cn) from September 5 to September 12, candidates can choose their own assessment location. The detailed address for the identification can be found on the admission ticket. (IV) Assessment subjects, examination methods, passing criteria, and question types: 1. In accordance with the **Occupational Standards for Safety Assessors (Trial)**, the assessment subjects include theoretical knowledge, professional competence, and comprehensive evaluation. The examinations are conducted in the form of closed-book written tests; each subject is worth 100 points. A score of 60 or above is required to pass a subject, and those who pass all subjects are considered to have successfully completed the assessment. A passing score for a single subject is valid for one year; candidates who do not pass all subjects may take a make-up exam once during the validity period of their scores. 2. The theoretical knowledge section consists of objective questions, including single-choice and multiple-choice questions ； The professional competence subjects consist of subjective questions, with question types including scenario analysis questions, case analysis questions, and comprehensive application questions ； The comprehensive evaluation subject consists of subjective questions in the form of essay writing. 3. Those who already hold the \"Registered Safety Engineer Practice Qualification Certificate\" are exempt from the theoretical knowledge exam when taking the assessment for the safety evaluation specialist qualification. IV. Registration Process and Required Documents The entire registration process is carried out online, via the website of the China Safety Association (www.china-safety.org.cn). Detailed information on the registration procedures and required documents can be found in Attachment 2. V. Relevant Instructions: (1) Each citizen identification number can only be registered once in the registration system. Please check the information on your ID card to ensure that the registration details entered are correct before proceeding with the registration; once registered, the information cannot be changed. (II) The “Level Calculator” in the registration system can determine the level that can be applied for and the assessment method based on the basic personal information provided by the candidate; candidates can use these calculation results as a guide when making their application. (III) When registering online, applicants should fill in their personal basic information carefully and thoroughly to ensure accuracy. They must print out the form as required and sign it in person; self-made forms are invalid. (IV) Before the deadline for application submission, candidates can modify their personal basic information. However, if changes are made to the eligibility criteria or professional level, it is necessary to submit the application materials again. (5) The “academic qualification certificate” referred to in the application requirements denotes a **“degree certificate” or “certificate of graduation” that recognizes formal education; such academic qualification certificate must correspond to the level of education stated during online registration, while degree certificates are not valid. (VI) The “safety engineering-related majors” mentioned in the application requirements include Safety Engineering, Safety Technology and Management, Safety Technology and Engineering, Mine Ventilation and Safety, Mechanical and Electrical Engineering, and Industrial Engineering. All other majors besides these six are considered “non-safety engineering-related majors”. Candidates should fill in the exact name of the major listed on their graduation certificate when applying. (II) Level 2 Safety Assessment Specialist (those meeting one of the following conditions): 1. Having been engaged in work related to work safety for more than 13 consecutive years. 2. After obtaining the professional qualification certificate for Level 3 Safety Assessment Specialists, have worked in this profession continuously for more than 5 years. 3. After obtaining the professional qualification certificate for Level 3 Safety Assessment Specialists, have worked in this profession for at least 4 consecutive years, completed the required number of hours of training as specified for Level 2 Safety Assessment Specialists, and obtained a completion certificate. 4. After obtaining a bachelor’s degree in a safety engineering-related field, having worked in this profession continuously for more than 5 years; or after obtaining a bachelor’s degree in another field, having worked in this profession continuously for more than 7 years. Additionally, one must complete the required number of hours of professional training for level 2 safety assessors and obtain a completion certificate. 5. After obtaining a master’s degree or higher, have worked in this profession for at least 2 consecutive years, completed the required number of hours of vocational training for level 2 safety assessors, and obtained a completion certificate. (III) Level 1 Safety Assessment Specialist (those meeting one of the following conditions): 1. Having been engaged in work related to work safety for 19 years or more. 2. After obtaining the professional qualification certificate for Level 2 Safety Assessment Engineers, have worked in this profession continuously for more than 4 years. 3. After obtaining the professional qualification certificate for Level 2 safety evaluators, have worked in this profession for at least 3 consecutive years, completed the required number of hours of training for Level 1 safety evaluators, and obtained a completion certificate. 4. Hold a master’s degree or higher, have at least 10 years of experience in work related to safety production, have completed the required number of hours of professional training as a level-1 safety evaluator, and obtained a completion certificate. III. Those who have already obtained the Professional Qualification Certificate for Safety Assessors may only take the assessment in accordance with the requirements for upgrading, and are not allowed to take it at a higher level. Appendix 2: Registration Procedure Candidates wishing to apply for the assessment should log in to the website of the China Safety Production Association (www.china-safety.org.cn) and go to the Safety Assessment Specialist section between September 5 and September 12, 2016, to complete the online registration. The specific steps are as follows: 1. Candidates fill in and submit their personal information online, and then generate and print out the “Application Form for Professional Qualification Assessment as a Safety Assessment Specialist”. 　　II. The employer of the applicant shall verify the information filled in by the applicant, check the original certificates, provide a confirmation statement, and submit the \"Application Form for Professional Qualification Assessment of Safety Evaluators\" along with copies of relevant supporting documents to the China Safety Association by September 14th for review of the eligibility requirements.
