The on-site fixed-location management method aims to ensure safe production by employing strict standardized design and construction requirements, thereby achieving standardized spatial management of production materials as well as the working and operational behaviors of employees. In workshops and workstations, the placement of tools, equipment, materials, workpieces, etc., used in production and operational processes must be standardized, in line with standards and ergonomical requirements; civilized management practices should be adopted, and scientific logistics planning is necessary. Application and approval system for hazardous tasks: Welding and hot work in flammable and explosive areas, working inside containers or tunnels filled with toxic gases or lacking oxygen, high-altitude work outside the construction industry, and other tasks prone to danger all require the establishment of reliable safety measures prior to commencement, including emergency backup plans. An application must be submitted to the safety department or a professional agency, and work may only proceed after approval; where necessary, a dedicated supervisor should be assigned. Enterprises should have appropriate management systems to strictly control hazardous operations. Strict safety management systems should also be in place for the transportation, storage, and use of flammable, explosive, and toxic hazardous materials. For hazardous operations that are carried out frequently, comprehensive safety procedures must be in place; strict management systems should be applied to hazardous materials that are used regularly. 7. Comprehensive management approach: The comprehensive management approach refers to the use by enterprises of various regulations, rules, and standards; through the establishment of a safety production responsibility system and a safety documentation system, as well as by defining roles and responsibilities, to carry out comprehensive safety management. The purpose of comprehensive management is to clarify safety objectives, strengthen safety responsibilities, and implement safety measures, ensuring horizontal management covers all departments and vertical management extends to every team and position. Comprehensive safety management requires the support and initiative of the company’s top leadership, as well as the participation of all departments and employees. 8. Safety objective management method: The safety objective management method involves a company setting objectives for various stages of work in areas such as the establishment of safety systems, the improvement of safety measures, the application of safety technologies, and safety education, thereby achieving managed goal-setting. Target management can make safety management more scientific and systematic, avoiding blindness. The purpose of this management approach is to ensure that safety management is carried out in a targeted, planned, step-by-step manner, with appropriate measures, funding, and necessary conditions. 9. The “Four Alls” management method: The elements of “Four Alls” management are: management by all employees, comprehensive management, management throughout the entire process, and management around the clock. The purpose of management is to ensure that safety is given top priority by everyone, in every place, for everything, at all times. The targets of this management approach include: personnel – all employees; comprehensiveness – various management departments as well as production workshops and teams; the entire process – production stages such as design, manufacturing, operation, maintenance, and renovation; and 24/7 coverage – throughout the year, month, and day. “\"Four Comprehensives\" is a systematic, dynamic, scientific, and standardized management approach. Its key lies in emphasizing priorities (staff, departments, processes, and time) while also giving importance to the concept of \"comprehensiveness\". 10. The “three-group” management method: This method involves adopting a management approach that relies on the collective wisdom, efforts, and supervision of everyone involved. Specifically, it means: collective wisdom – everyone contributes ideas; collective effort – everyone abides by rules and regulations to help ensure effective safety management; and collective supervision – everyone takes part in monitoring and inspection activities. The purpose of management is to create a comprehensive atmosphere of scientific and strict management among all employees, so that safety responsibilities can be fulfilled, safety regulations can be observed, and accident prevention measures can be put into practice. This management approach requires the participation of all employees, and is generally implemented jointly by managers at all levels and the safety and technology departments. 11. The “three responsibilities” system: The content of managing under this system involves motivating emotions from a cultural and spiritual perspective, and clarifying the “three responsibilities” from administrative and legal viewpoints – that is, to be responsible for one’s employees, one’s family, and oneself. The purpose of adopting this management approach is to, through various educational means, teach procedures and systems, clarify responsibilities, and implement the principle that \"everyone is responsible for safe production,\" thereby fostering a sense of responsibility and commitment to safe production. The key issue is to establish a safety production responsibility system and ensure that these responsibilities are properly implemented. 12. The hazard-free management method involves identifying, analyzing, managing, and controlling hazards in the production process, with the aim of eliminating potential accident risks, achieving intrinsic safety, and preventing accidents proactively. In management, it is necessary to provide feedback on the current information regarding potential hazards at all times, so as to keep it in line with the progress of the measures taken to address those hazards. Management objects involve four elements: people, machines, the environment, and management. Management can be achieved only through the collaboration between the safety department and the technical production department. 13. Development of “green jobs”: The development of “green jobs” refers to comprehensive safety measures (covering people, machinery, and the environment) for jobs that involve special hazards and risks. Construction method: Develop a plan, implement measures, and carry out comprehensive technical upgrades. Objective: To improve the ability to prevent accidents in positions involving special hazardous tasks. Organizational departments: Technical department, Security Technology department. 14. The “Three Ones” project: The “Three Ones” refer to one set of wall charts in the workshop, one set of diagrams in the factory premises, and one video session per week. Implementing the “Three Ones” project means that enterprises enhance the safety awareness of all their employees by using safety promotional posters, physical signs, and organizing the viewing of safety videos on their closed-circuit television systems. This activity is generally handled jointly by the safety management department and the publicity department. 15. The risk deposit system adopts a safety production risk deposit approach to manage the control of accident indicators or safety measure targets (responsibility documents, contracting objectives, assessment criteria, reward and punishment measures, etc.). It is called the risk mortgage system. This management approach can enhance safety awareness and the intensity of safety management, ensuring that safety measures are put into practice and that safety management is strict. Activity method: A contract and mortgage are established at the beginning of the year, and an assessment is conducted at the end of the year; the key factors determining the outcome depend on the amount of the mortgage deposit and the scientific nature of the assessment. 16. Standardized post development (three standards) refers to the establishment of standardized safety operations (fire prevention, poison prevention, electricity prevention, dust prevention) at the workshop, team, and individual post levels. The approach to construction is to define the project, set the standards, and determine the content, in order to carry out hardware engineering construction. Objective: To meet the required standards in terms of hardware and enhance the intrinsic safety of the hardware. Organizational departments: Technical department, Security management department. 17. “Three-point” control refers to the focused management of potential danger points, hazard areas, and locations where accidents are likely to occur in the production site. Control method: Hierarchical control and management are implemented on a workshop or position basis, with clear objectives, responsibilities, and procedures. Objective: To achieve timely, dynamic, focused, and effective control over the “three key points”. Organizational units: work teams, workshops, and the factory’s safety and technology department. 18. The four inspections in engineering refer to the following: for safe production, inspections should be carried out at the work post on a daily basis, at the team or workshop level once a week, at the factory level once a month, and at the company level once a quarter. The inspection focuses mainly on examining ideology, systems, education, protective equipment, potential hazards, and violations of regulations. Purpose of the activity: ensure the safe operation of facilities at work sites, enable workers to carry out their tasks safely, promote safe working practices within teams, and standardize safety management. Organizational departments and personnel: team leaders, workshop supervisors, and staff from the safety management department. 19. A safety management effectiveness audit involves a comprehensive and systematic assessment of various aspects of a company’s safety management, such as its organizational structure, personnel, functions, systems, and financial resources allocated to safety management, with the aim of helping the company improve its safety management practices and enhance their effectiveness. Activity approach: Organized in tiers and targeting specific groups, it employs discussion analysis and project comparison methods to assess the functional safety objectives of departments and personnel at various levels. Departments responsible for organizing the event: the top executive of the company, the human resources department, and the safety department.
