Add a section on the home page that displays the outstanding moderators and members, updated monthly

A section on the home page will display the outstanding moderators and members each month. This list is updated on a monthly basis; the area supervisors or designated deputies submit the list to the administrator (the list includes UID numbers). There should be no more than 4 outstanding moderators per area, and no more than 5 members who have contributed outstandingly per area. This feature is still in trial phase and serves as an honor-based system
