Definition of special equipment: 1. Special equipment refers to devices and facilities that are related to life safety and pose a high level of risk. Internationally, it is referred to as “equipment with potential hazards,” “hazardous equipment,” or “equipment with specific hazards.” 2. There are 8 types of special equipment that fall under China’s safety supervision regime: 3 types of pressure-bearing equipment, namely boilers, pressure vessels, and pressure pipelines ; ▲Five types in the mechanical and electrical category, namely elevators, lifting machinery, passenger cable cars, amusement facilities, and motor vehicles used on sites (factories). Elevators refer to mechanical and electrical devices that are powered and use a cabin moving along rigid guides or steps moving along fixed tracks to lift or transport people and goods horizontally; these include passenger (cargo) elevators, escalators, and moving walkways. Passenger ropeways refer to electromechanical devices that are power-driven and use flexible ropes to pull carriers such as cabins for transporting passengers. They include aerial tramways, cable cars, and tow ropeways for passenger transport. Large-scale amusement rides refer to facilities used for commercial purposes to carry passengers for entertainment. They are defined as large-scale manned amusement rides whose maximum designed operating linear speed is greater than or equal to 2 m/s, or whose operating height above the ground is greater than or equal to 2 m. Special equipment includes its attached safety accessories, safety protection devices, and facilities related to those safety protection devices. The necessity of safety supervision for special equipment ▲ Boilers, pressure vessels, and pressure pipelines are special pieces of equipment that are widely used in production and daily life; they pose an explosion hazard. ▲Elevators, lifting machinery, passenger cable cars, amusement machines and facilities, and industrial motor vehicles, as special equipment designed for carrying people, can often lead to injury accidents if they malfunction. Under the main supervision system, for the design, manufacturing, installation, maintenance, and modification of special equipment, it is necessary to obtain a license in accordance with the Regulations on the Safety Supervision of Special Equipment before engaging in such activities. Before putting special equipment into use or within 30 days after its deployment, the entity using such equipment shall register it with the department responsible for the safety supervision and management of special equipment. The registration mark shall be placed or attached in a prominent position on such special equipment. The users of special equipment shall, in accordance with the regular inspection requirements specified in the safety technical regulations, submit a request for regular inspection to the special equipment inspection and testing agency one month before the expiration of the valid period for which the safety inspection was approved. Special equipment must be inspected regularly; those who use special equipment that has not undergone regular inspection or has failed such inspections shall be fined up to 20,000 yuan. A fine of 20,000 to 200,000 yuan shall be imposed on those who use pressure vessels that have not undergone regular inspections or have failed such inspections to store hazardous chemicals. The safety accessories, safety protection devices, and measurement and control devices of special equipment must be inspected regularly in accordance with relevant requirements. Personnel engaged in work with special equipment must, in accordance with **relevant regulations**, pass the assessment conducted by the authorities responsible for the safety supervision of special equipment and obtain a certificate for special equipment operators in a standardized format before they can carry out such work or take on related management duties. Inspection cycle for equipment name and code: External inspection of boilers (1000) is generally carried out once a year. Internal inspections are generally conducted every 2 years. Hydraulic testing is generally carried out every 6 years. Pressure vessels (2000), fixed-type (2100) – annual inspections must be carried out at least once a year. Regular inspections and comprehensive examinations should generally be conducted for the first time within 3 years after commissioning. The next regular inspection period will be determined by the inspection agency based on the safety condition grade of the pressure vessel. 1. For those with a safety status level of 1 or 2, it is generally conducted every 6 years ; 2. For areas with a safety status level of 3, inspections are generally conducted once every 3 to 6 years ; 3. For those with a safety status level of 4, the inspection interval is determined by the inspection agency. 4. For those with a safety status level of 5, the defects must be addressed; otherwise, they shall not be used any further. The dielectric strength test must be conducted at least once between every two full inspections. Mobile (2200) road tank trucks 2220, railway tank cars 2210, and tank containers require an annual inspection at least once a year. Comprehensive inspection of new tank trucks 1 year after the initial inspection ; For those with a safety status rating of 1 or 2, road tankers must undergo inspections at least once every 5 years, railway tankers at least once every 4 years, and tank containers at least once every 5 years ; The safety status level is 3: road tankers require inspections at least once every 3 years, railway tankers at least once every 2 years, and tank containers at least once every 2.5 years. The voltage withstand test must be conducted at least once every 6 years. The annual inspection for long-tube trailers is required at least once a year. First periodic inspection: 3 years (for filling with Class A media) ; 4 (Filling with Class B media). Regular inspection every 5 years (for filling with Class A media) ; 6 (Filling with Class B media). Cylinders (2300) containing corrosive gases are to be inspected every 2 years. Cylinders containing general gases are to be inspected every 3 years. Cylinders filled with inert gas are inspected every 5 years. LPG cylinders shall comply with the provisions of **Standard GB 8334. (Steel cylinders for liquefied petroleum gas in finished form: for models YSP-0.5, YSP-2.0, YSP-5.0, YSP-10, and YSP-15, the inspection interval from the date of manufacture is 4 years for the first to third inspections, while the validity period for the fourth inspection is 3 years.) ; For the YSP-50 model, it is inspected every 3 years. ) Cryogenic insulated gas cylinders are to be inspected every three years. LPG cylinders for vehicles are inspected every five years, while CNG cylinders for vehicles are inspected every three years. When a car is scrapped, its gas cylinders are also scrapped. The elevator (3000) undergoes a regular inspection once a year. Crane machinery (4000): Light and small lifting equipment, bridge cranes, gantry cranes, portal cranes, cable cranes, jib cranes, railway cranes, rotary arm cranes, and mechanical parking systems are to be inspected every 2 years; whereas cranes used for lifting molten or hot metals require inspection once a year ; Tower cranes, elevators, and mobile cranes are inspected once a year, while tire-mounted container gantry cranes are inspected every two years. Routine maintenance and self-inspections should be carried out at least once a month using lifting equipment, while a comprehensive inspection should be conducted once a year. The regular inspection cycle for special-purpose motor vehicles within premises/factories (5000) is 1 year. The regular inspection cycle for large amusement rides (6000) is 0.5 years. Pressure pipeline components (7000), pressure pipelines (8000). Long-distance pipelines: Annual inspections are required at least once a year; in cases where a comprehensive inspection is carried out, an annual inspection may not be necessary. The first comprehensive inspection of newly installed pipelines is generally conducted within 3 years after they are put into service. The intervals between subsequent comprehensive inspections after the first one shall be determined in accordance with Article 23 of these Rules. The annual inspection of the utility pipeline 8200 shall be carried out at least once a year; in the year when a comprehensive inspection is conducted, an annual inspection may not be necessary. Comprehensive inspection of GB1–III class high-pressure gas pipelines: the maximum interval between comprehensive inspections is 8 years ; For GB1—Class IV high-pressure gas pipelines, medium-pressure gas pipelines, and GB2-class pipelines, the maximum interval between comprehensive inspections is 12 years ; The comprehensive inspection cycle for pipelines made of PE pipes or cast iron as pipe material shall not exceed 15 years. Industrial pipelines 8300 are to be inspected online at least once a year. The comprehensive inspection initial cycle shall not exceed three years ; The inspection cycle for facilities with a safety status rating of 1 and 2 generally does not exceed 6 years ; For those with a safety status level of 3, the inspection interval is generally no more than 3 years ; Those with a safety status level of 4 should be declared invalid. The general inspection cycle for pressure pipelines of grades GC1 and GC2 does not exceed 6 years ; According to the inspection cycle determined by the Risk-Based Inspection (RBI) results, it generally does not exceed 9 years ; The general inspection cycle for GC3 grade pipelines does not exceed 9 years. For passenger cable cars (9000), annual inspections of the passenger aerial cable cars are carried out once a year, while comprehensive inspections are conducted every three years. Regular inspections of passenger ropeways are conducted once a year. Annual inspections for passenger cable cars are carried out once a year. A comprehensive inspection is carried out every three years. Safety accessories and safety protection devices (F000): Safety valves used in fixed-pressure vessels must be calibrated at least once a year ; In special cases, provisions of the relevant technical specifications shall be followed. Safety valves should generally be calibrated at least once a year. For spring-loaded direct-load safety valves, the calibration period can be extended to 3 or 5 years when the specified conditions are met. Safety valves for industrial pipelines must be calibrated at least once a year ; In special cases, provisions of the relevant technical specifications shall be followed. Generally, it should be inspected at least once a year; for spring-loaded safety valves, the inspection interval can be extended up to 3 years under certain conditions. Safety valves used in boilers should be inspected at least once a year for boilers in use. The safety valve on the boiler should be adjusted and inspected at least once a year, in accordance with the manufacturer’s requirements. Pressure gauges must be calibrated at least once a year. The burst disc must be calibrated at least once a year. The speed governor should have its operating speed verified every two years. The operating speed of fall arresters shall be verified once every two years. Instruments for measuring temperature must be inspected at least once a year.
