Is it prohibited to use insulation materials such as rock wool and glass wool? Is there any documentation? ? Why is it prohibited?

I only know that asbestos is prohibited; I’m not sure about rock wool and glass wool. I usually use expanded perlite and polyurethane

I use it at the butt welds of double-wall pipes; some time ago I saw an electrical room where rock wool was used for insulation.
Seeing these makes my skin itch……
