As of the end of September, 14.6 billion yuan had been invested in Yitai’s 1.2 million tons per year fine chemicals project, with a total investment of 19.2 billion yuan; this represents 91% of the overall project progress. At present, Boilers No. 3 and No. 4 have been successfully ignited, and the final construction work, commissioning schedule, as well as winter anti-freezing measures are being carried out in an orderly manner to ensure the production of qualified oil products in the first half of 2017. 1.2 million tons of coal-to-oil production in Inner Mongolia generates by-products. The project received approval for its environmental impact assessment in August 2011 (Document No. Neihuan Shen (2011) 240). The total estimated investment for this project is 19.2 billion yuan. It utilizes the high-temperature slurry-bed Fischer-Tropsch synthesis technology developed by China Science Academy, as well as the Aerospace Changzheng pressurized coal gasification technology, to produce syngas from coal. After being purified through a low-temperature methanol washing process, the syngas is subjected to Fischer-Tropsch synthesis; the intermediate products are then further processed to yield various fine chemicals. In September 2016, changes were made to the project’s product design, as well as to the process plans for the gasification unit, sulfur recovery unit, thermoelectric units, and processes for wastewater treatment, as well as for dust removal, sulfur removal, and nitrogen removal from boiler exhaust gases. With the change in the product portfolio, the design capacity for product manufacturing remains at 1.2 million tons per year of fine chemicals; after this change, the main products include 1# low-aromatic solvent, 3# low-aromatic solvent, light liquid paraffin, heavy liquid paraffin, cetane number improvers, LPG, sulfur, sulfuric acid, and mixed alcohols. Process optimization change: For the gasification unit, 3 multi-feed slurry water-coal slurry gasifiers are added to the existing 6 pulverized coal gasifiers ; Sulfur recovery unit: Originally 1 Claus unit + 1 Scott unit, now changed to 2 two-stage Claus units + flue gas combustion + 1 ammonia treatment process.
