Seeking help with the Metso locator NP700

I saw a Metso ball valve with this actuator; the valve cannot be opened fully. Please advise, experts
It seems to be a new valve, and a mechanical limit switch can be seen; the original poster should check whether that mechanical limit switch is not activated.
How to enable mechanical limiting? I’m a recent graduate and I don’t quite understand it
For Metso valves, both handwheels on the sides need to be turned outward; otherwise, they will press against the cylinder and prevent the valve from opening
The picture doesn’t show everything in detail. Based on the air circuit, it seems to be a two-stage switch valve: when one solenoid valve is powered, the valve opens to a certain degree (which can be set); when both valves are powered, they open fully
Provide a few pictures of the front side of the locator; it’s not possible to see the air circuit clearly. Also, your air supply is connected to a filter-regulator valve, and the locator needs an output valve in order to function. It seems that no signal is being sent to the locator
It’s the handwheel on the side of the valve; just turn it to open it.
