What consequences will arise if a company without the necessary qualifications provides drawings to the owner, who then proceeds with construction based on those drawings? ?
I guess the safety supervision agency won’t approve it, as there’s no work safety license. How to do it

Official design documents from a design institute are required for registration, and only thereafter can a construction permit be obtained. Departments such as those responsible for safety supervision and fire control need to see these documents before they can conduct inspections and approvals.
