This outline is formulated in accordance with the \"Professional Standards for Safety Assessment Specialists (Trial Version)\") and is divided into five sections: theoretical knowledge, level 1 professional capabilities, level 2 professional capabilities, level 3 professional capabilities, and comprehensive evaluation (levels 1 and 2). Theoretical Knowledge I. Basic Requirements: This assesses a safety assessment specialist’s ability to master professional ethics, basic knowledge, as well as knowledge relevant to various levels. II. Assessment Content (I) Professional Ethics 1. Basic knowledge of professional ethics 2. Professional codes of conduct 1) Abide by laws and regulations, be objective and fair 2) Be honest and trustworthy, work diligently and responsibly 3) Strengthen self-discipline and practice in a standardized manner 4) Improve professional skills through continuous learning 5) Provide excellent service and accept supervision 3. Percentage of scores for each level: Safety evaluators at levels 3, 2, and 1 all account for 5%. (II) Basic Knowledge1. Laws, regulations, standards, and specifications
Laws and regulations related to work safety; technical standards and specifications for work safety; technical standards and specifications for safety assessment. 2. Basic knowledge of safety assessment techniques: safety systems engineering, safety assessment theory, system safety analysis methods, and process control in safety assessment. 3. Theories and knowledge of safety production technology: fire and explosion prevention safety technology, occupational hazard control technology, safety technology for special equipment, mine safety technology, safety technology for hazardous chemicals, safety technology for civil explosive materials and fireworks, construction safety technology, and other safety technologies. 4. Knowledge of work safety management: Work safety management in production and business entities, identification and monitoring of major hazard sources, emergency rescue in case of accidents, occupational safety and health management systems, supervision and inspection regarding work safety, reporting, investigation, analysis, and handling of accidents, as well as identification and rectification of potential work safety hazards. 5. Points allocated to each level: Level 3 safety evaluators account for 35%, Level 2 for 9%, and Level 1 for 4%. (III) Relevant Knowledge: Knowledge required for Level 3 Safety Assessment Specialists 1. Identification of hazardous factors (accounting for approximately 24% of the score): Methods for collecting basic data and information, as well as knowledge on analyzing cases of production safety accidents ; Field investigation and analysis methods, basic knowledge of engineering design and surveying related to evaluation, safety production conditions, and knowledge on preparing safety checklists ; Methods for identifying dangerous and harmful factors, knowledge on the \"Classification and Codes of Dangerous and Harmful Factors in Production Processes\", knowledge on the \"Classification of Work-related Injuries and Deaths among Employees\", and knowledge on identifying major hazard sources. 2. Assessment of risk and hazard levels (accounting for approximately 21% of the score) Principles and methods for dividing assessment units ; Principles for determining safety evaluation methods ; Knowledge of preliminary hazard analysis, job condition risk assessment, risk matrix, and methods for identifying major hazard sources. 3. Risk control (accounts for approximately 15% of the total score): Basic knowledge of safety countermeasures ; Principles for drafting unit evaluation conclusions, guidelines for preparing safety assessment reports. Knowledge related to Level 2 Safety Assessors: 1. Identification of hazardous and harmful factors (accounts for approximately 15% of the total score). Knowledge regarding the hazardous and harmful characteristics of engineering projects, as well as methods for preparing schedules ; Basic knowledge of enterprise production processes, various safety assessment guidelines and detailed rules. 2. Assessment of risk and hazard levels (accounting for approximately 35% of the score): Fault hypothesis analysis method, fault hypothesis/checklist analysis method, fault type and impact analysis method, and task analysis methods ; Knowledge of fault trees, event trees, the fire and explosion index method, and probabilistic theoretical analysis methods. 3. Risk control (accounts for approximately 20% of the total score): Knowledge regarding the effectiveness of safety evaluation countermeasures and measures ; Basic knowledge of process control in safety assessment. 4. Technical Management (accounting for approximately 8% of the score): Knowledge of staffing management plans, requirements for preparing project investigation plans ; Information feedback and knowledge exchange. 5. Training and Guidance (accounting for approximately 8% of the score) covers basic knowledge on preparing training materials, knowledge on developing multimedia courses, and methods for providing guidance on professional skills. Knowledge related to Level 1 Safety Assessors: 1. Identification of hazardous and harmful factors (accounting for approximately 18% of the total score). Principles and elements for formulating plans to identify hazardous and harmful factors in a given area ; Knowledge of natural disasters, knowledge of site selection and master planning. 2. Evaluation of the degree of danger and hazard (accounting for approximately 40% of the total score): Knowledge of Hazard and Operability Studies, cognitive reliability analysis, and fuzzy theory methods ; Methods for predicting accident consequences, methods for analyzing accident frequency, knowledge of quantitative risk assessment, knowledge of predicting property damage. 3. Risk control (approximately 13% of the score) – Knowledge on the review of safety assessment reports ; Knowledge of project bidding, knowledge of project risk analysis, and methods of technical-economic analysis. 4. Technical Management (accounting for about 10% of the score): Knowledge of database function settings for safety assessment, and knowledge of information processing. 5. Training and Guidance (approximately 10% of the score) Basic knowledge of lesson plan preparation ; Quality management methods for safety assessment reports, methods for preparing control documents for the safety assessment process, and guidance plans for professional capabilities. Level 1 professional competence: In accordance with the **Professional Standards for Safety Assessors (Trial)**, the professional competence of Level 1 safety assessors encompasses the theoretical knowledge and professional skills required of Level 2 and Level 3 safety assessors, as well as the theoretical knowledge specific to Level 1 safety assessors. I. Basic Requirements: Identification and analysis of hazardous and harmful factors in the assessment area ; Evaluation of risk and hazard levels ; Risk control ; Ability in technical management and training and guidance. II. Contents of the assessment
(1) Identification and analysis of regional hazards and harmful factors (accounting for approximately 20% of the total score)
1. Preliminary preparations: Ability to develop a plan for collecting information on regional economic development, industrial structure, socio-cultural environment, and the surrounding natural ecological conditions ; Be able to develop a plan for analyzing regional hazards and harmful factors. 2. Analysis of hazardous and harmful factors: Capable of analyzing the impact of hazardous and harmful factors associated with construction projects and production/operating entities in the area on the production and business activities of surrounding entities or the daily lives of residents ; It can analyze the impact of the production and business activities of entities in the surrounding area, or the living conditions of residents, on construction projects and business entities within the region ; It can analyze the impact of the natural conditions in the location of a region on construction projects and production and business units. (II) Assessment of the level of danger and hazard (accounting for approximately 46% of the score) 1. Qualitative assessment: The ability to use methods such as hazard and operability studies, cognitive reliability analysis, and fuzzy theory for evaluation. 2. Quantitative evaluation: It is capable of conducting evaluations using models such as those for the leakage and spread of liquids and gases, flame and radiation intensity, damage caused by fireball explosions, damage resulting from explosive shock waves, destruction caused by gas cloud explosions, solid-state explosions, dust explosions, and the T*T equivalent model for assessing explosion damage ; It is possible to use the accident frequency analysis method to evaluate the probability of accidents occurring ; It can perform evaluations of risk levels and accident losses. (III) Risk Control (approximately 14% of the score) 1. Report Review: Ability to identify and determine the elements for reviewing safety assessment reports ; Be able to develop a review plan for safety assessment reports ; Be able to review safety assessment reports. 2. Project plan preparation: Ability to prepare bid documents for safety assessment projects ; The project risk analysis plan can be determined ; It is able to finalize and evaluate the work plan. (IV) Technical Management (accounting for approximately 10% of the score) 1. Evaluation of technological innovation and development: The ability to use new domestic and international safety evaluation methods for assessment ; Be able to innovate and develop new safety assessment techniques and methods. 2. Technical support: Able to propose a plan for establishing a basic database for safety assessment ; Be able to propose a plan for building a technical support system for safety assessment. (V) Training and Guidance (accounting for approximately 10% of the score) 1. Training: Ability to develop training plans for level 2 safety assessment specialists ; Be able to compile training materials for secondary safety assessment specialists. 2. Guidance: Able to guide second-level safety assessors in carrying out assessment work ; Be able to establish quality assessment criteria and implementation plans for safety evaluation reports ; Capable of preparing safety assessment process control documents. Secondary professional competence: In accordance with the provisions of the \"Professional Standards for Safety Assessment Engineers (Trial)\\", the professional competence of secondary-level safety assessment engineers encompasses the theoretical knowledge and professional skills required at the tertiary level, as well as the theoretical knowledge specific to secondary-level safety assessment engineers. I. Basic Requirements: Assessment of the identification of hazardous and harmful factors ; Evaluation of risk and hazard levels; risk control; technical management and capabilities in training and guidance. II. Assessment Content (I) Identification of hazardous factors (accounting for approximately 25% of the score) 1. Preliminary preparations: Ability to prepare a plan for identifying hazardous factors as well as on-site inspection forms ; It can analyze the evaluation object and determine the evaluation scope. 2. Analysis of hazardous and harmful factors: Capable of classifying the hazardous and harmful factors present in construction projects and production/operating entities ; It is capable of analyzing the hazardous factors present in construction projects and production and operation units. (II) Assessment of risk and hazard levels (accounting for approximately 41% of the score) 1. Qualitative assessment: The ability to use fault hypothesis analysis methods, as well as fault hypothesis/checklist analysis methods, fault type and impact analysis methods, and task analysis methods for evaluation. 2. Quantitative evaluation: It is possible to use methods such as fault tree analysis, event tree analysis, fire and explosion index methods, and probability theory analysis for evaluation. (III) Risk Control (approximately 15% of the score) 1. Proposing safety countermeasures – Being able to put forward technical safety measures ; Able to propose safety management countermeasures ; Be able to prepare emergency rescue plans for accidents. 2. Prepare the evaluation report: Determine the comprehensive evaluation conclusions and complete the safety evaluation report ; Be able to conduct internal audits of safety assessment reports. (IV) Technical Management (accounting for approximately 10% of the score) 1. Project implementation plan management: The ability to analyze the risks associated with undertaking an evaluation project ; Capable of developing plans for the allocation of field survey personnel and equipment ; Able to prepare a project implementation plan. 2. Project outcome management: enables tracking of the project’s completion status ; The report can be improved based on user feedback. (V) Training and guidance (accounting for approximately 9% of the score) 1. Training: Ability to develop training plans for level 3 safety assessors ; Be able to prepare training materials for level 3 safety assessment specialists. 2. Guidance: Able to guide third-level safety assessors in carrying out assessment work ; Be able to prepare operation guidelines for level 3 safety assessment personnel. Level 3 Professional Competence: In accordance with the provisions of the “Professional Standards for Safety Assessors ** (Trial)”, the professional competence of Level 3 Safety Assessors encompasses the theoretical knowledge required for such assessors. I. Basic Requirements: Assess the ability to identify hazardous factors, evaluate the degree of danger and hazard, and implement risk control. II. Assessment Content (I) Identification of hazardous factors (accounting for approximately 35% of the score) 1. Preliminary preparations: Gathering laws, regulations, standards, specifications, and accident case information required for safety assessment ; It can collect basic technical information related to the people, machines, materials, methods, and environment involved in the subject under evaluation. 2. On-site investigation: Enables the investigation of analogous projects ; It is capable of investigating the safety conditions of the surrounding environment and hydrogeological conditions at the site in accordance with the on-site investigation plan ; The on-site inquiry and observation method, as well as on-site checklists, can be used to examine the internal and external safety distances of the evaluated entity, the operating condition of safety facilities and equipment, the status of safety monitoring, the conditions of testing and inspection, and the management practices. 3. Analysis of hazardous factors – enables the consolidation of results from on-site investigations ; It is capable of identifying the hazardous and harmful factors present in independent production units, auxiliary units, facilities and equipment, as well as work areas ; It can analyze the distribution of dangerous and harmful factors. (II) Assessment of the degree of danger and hazard (accounting for approximately 35% of the score) 1. Classification of assessment units: Assessment units can be classified according to the categories of dangerous and harmful factors ; It is possible to divide evaluation units based on device characteristics and material properties ; Evaluation units can be classified in accordance with the relevant regulations of the evaluation method. 2. Qualitative and quantitative evaluation: Evaluation can be carried out using safety checklists, preliminary hazard analysis, job condition hazard assessment, risk matrices, and methods for identifying major hazards. (III) Risk Control (accounting for approximately 30% of the score) 1. Proposing safety countermeasures: The ability to identify safety countermeasures related to the technology, layout, processes, methods, as well as facilities and equipment of the evaluation unit ; Be able to propose safety countermeasures for the supporting and auxiliary works of the evaluation units ; It is able to propose the technical key points for formulating emergency rescue measures for evaluation units. 2. Preparation of evaluation reports: The ability to prepare sections such as the introduction to the safety evaluation report, the basis for preparation, an overview of the project, identification of hazardous factors, qualitative and quantitative evaluations, and safety countermeasures for various units ; Unit evaluation conclusions that can be prepared in accordance with the relevant specifications for safety assessment to form a safety assessment report. Outline for the Assessment of Professional Competencies for Safety Assessors in 2011 – Comprehensive Evaluation (Levels 1 and 2) I. Assessment Content: Based on the **Professional Standards for Safety Assessors**, which specify the requirements regarding an individual’s abilities in written communication, information acquisition, comprehensive analysis and processing, organization and coordination, risk identification, and critical thinking, this assessment evaluates the ability of safety assessors at Levels 1 and 2 to apply knowledge of professional ethics, laws and regulations related to safety assessment, technical specifications, basic technical knowledge, theoretical technical knowledge, and safety management practices in practical situations. II. Assessment Method: A comprehensive evaluation is conducted for Level 1 and Level 2 safety assessors, using written tests with prescribed questions to be answered on paper.
