I would like to ask everyone: there is a heat exchanger that was not completed at the manufacturer due to the suspension of the project; it has been on hold for two years. Now this equipment is intended to be used in a similar installation at another location. Can the drawings, which were designed according to old regulations and standards, still be used?

Agreed. In the case of the original poster, the original contract should actually be suspended; a new project requires a new contract to be signed. Therefore, the conditions specified in paragraph (ii) of Special Quality Inspection Letter No. 46 are not met, and redesign is necessary. For materials that have already been processed through welding, heat treatment, non-destructive testing, and other procedures, if they fully meet the dimensional and technical requirements specified in the new design documents, they can still be used after being re-inspected and confirmed, along with the preparation of new inspection documents. Of course, it should be agreed upon in advance with the owner, the designer, and the inspector.
