Sleeves are installed for buried pipelines passing under roads; what kind of roads are referred to here?

Gentlemen, regarding the installation of sleeves on buried pipes – is this road the only one that needs to be treated in this way? Sidewalk? Country paths? A gravel road in the Gobi Desert? Do I need to add them all? Are there any relevant standards?
My personal understanding is that heavy loads can cause the pipes to deform

I think it’s all concrete and asphalt roads
The understanding on the third floor is correct; I think the same way.
It should be the motor vehicle lane; asphalt and concrete roads require sleeves, but roads made of soil probably don’t need them, at least that’s my personal understanding.
