Li Pengfei is a veteran worker at the Shuangjia Tank Area in the oil transfer workshop of Maoming Petrochemical’s refining division; he is 54 years old this year and has been working at that tank area for thirty years. Although Master Li looks like Zhang Fei, he is thorough and meticulous in his work; once he gets started, his level of attention to detail is such that many young people can’t match it. Since the beginning of this year, Master Li has, thanks to his high sense of responsibility, detected production abnormalities on multiple occasions during his inspections, thereby eliminating potential safety hazards at their earliest stages. On August 14, it was Li Pengfei’s shift, and he strictly followed the inspection procedures; he promptly detected that the steel tape gauge at tank No. 548 had become stuck at a position of 2.1 meters. At that time, oil was being transferred into that tank, and thanks to the timely detection and proper handling, an accident involving the lowering of the floating boat was avoided. At 16:15 on October 27, during his inspection, Li Pengfei discovered oil leakage at the flange of the purging line for the No. 3 hydrogenation outlet pipe of Pump No. 3 in Shuangjia. He promptly reported the issue to the workshop, which took action to resolve it. Due to his outstanding performance, Li Pengfei was awarded the title of “Star of Scientific Inspections” by the refining division. “Squad leader, there is an abnormality in the dehydration process of the automatic dehydrators in tanks 562 and 564! Come and take a look right away! ” “Okay, I’m on my way right away! ” On November 6, it was Li Pengfei’s turn to work the day shift. At 2:10 p.m., while conducting his inspection of diesel tank No. 562 in the Shuangjia tank area, his careful attention led him to notice that the automatic dehydrator associated with tank No. 562 was not functioning properly. He waited patiently nearby, continuing to observe. One minute passed, then another; ten minutes went by in total, yet there was no improvement in the dehydration situation, with a large amount of water still flowing out of the automatic dehydrator. If the situation does not improve, an oil leakage accident will occur soon. “I’m not sure if the dehydrators in other diesel tanks are the same; I wonder if this situation exists there as well ” He immediately quickened his pace to check tank No. 564, which also contained diesel. As expected, abnormalities were detected in the dehydration process of tank No. 564; the condition of its automatic dehydrator was even worse than before, with a small amount of water spraying out, which indicated that there was a considerable amount of water inside the tank. However, at that time the diesel production systems in operation were functioning normally; there was no oil return nor any defective products entering the tanks. Under such normal conditions, how could there be so much water? With a high sense of responsibility, Li Pengfei, who was well aware of the specifics of production, understood that the situation was serious. He immediately reported the abnormal dehydration situation to his shift leader and production scheduler, and actively cooperated with the technical team in investigating the issue with dehydration in the two diesel tanks. After nearly an hour of investigation, it was finally discovered that there was a leak inside the heat exchanger E102 of the diesel tanks.
