How to maintain good communication with the owners’ personnel?

At the construction site, some managers on the owner’s side deliberately make things difficult for the contractor, delay resolving issues, and demand bribes and other benefits. What do you think are the best ways to handle communication in such situations? Please share your suggestions.

It is not uncommon for such people to appear among project owners, but construction companies should show respect for all members of the owner’s team, maintaining an attitude that is neither overbearing nor subservient. In principle, such issues should be firmly avoided; generally, these people are around 45 years old (which might be a one-sided view).
