How to prevent freezing of pipes passing through permafrost?

Water pipes, underground pipelines that are beneath the permafrost layer and emerge above ground – how is freezing prevented in the part that is within the permafrost layer? The part that extends above the ground surface can be insulated, but what about the section between the permafrost layer and the ground surface?
Permafrost layer, is it in the northeast? I’m not very familiar with buried pipelines, and the frozen soil condition adds to the challenges. Looking up the specifications and standards for buried pipelines should provide some guidance; it’s not a chemical industry standard – it seems to be related to urban areas, some CJ technical regulations~
It is also best to provide heat tracing for pipelines in permafrost!
