Safety production management is a complex systematic project that requires the efforts of various parties in order to be ensured. Therefore, all departments must establish an effective monitoring system for employee safety inspections, giving full play to the roles of various organizations and individuals such as departments, work teams, employees, safety officers in teams, and labor supervision officers from trade unions. It is necessary to mobilize the enthusiasm and initiative of all staff and workers to prevent accidents, so that everyone stays vigilant and works together to identify potential hazards and signs of problems in work, production, and daily life. This ensures that anything related to safe production is addressed, that responsibilities are assigned, and that issues are dealt with promptly, thereby keeping every aspect, task, and individual involved in safe production under close supervision. In the process of identifying potential accident hazards, one cannot focus solely on individual persons, specific incidents, or particular locations at a given time; it is necessary to update the perspective on time and space. In terms of time, the scope of safety inspections should be expanded from the immediate surroundings to more distant areas, so that the \"tentacles\" of safety monitoring can follow the trajectory of developments and changes, staying aligned with their underlying patterns, thereby enabling continuous and comprehensive monitoring with scientific foresight and proactivity ; Spatially, the scope expands from points to areas; it is necessary to carry out accident prevention for the hazards at specific locations that have been recorded, and using these as a basis, it is important to spread a \"wide net\" to cover all those issues that are usually taken for granted, so that they can be examined one by one to prevent any gaps from arising. Second is the method of \"understanding\" physically and mentally—unit leaders and safety officers should set aside their pretensions, go to the front lines, understand the difficulties faced by employees there, and gain insight into their true thoughts as well as information regarding safety in the work environment. Personnel management is of utmost importance in safety production management. Only by managing and supervising one’s employees properly can safe production be ensured. This requires leaders of enterprises and institutions, as well as safety management personnel, to attach great importance to the ideological management of their workforce. One must put aside one’s arrogance, go to the front lines, and blend in with the workers; ensure that \"leaders are present in every shift, three shifts a day.\" By sharing weal and woe and standing together through thick and thin with the workers on the front lines, one can truly understand their hardships. One must be good at making friends with the employees, dare to open up one’s heart, and use sincerity to earn their honest opinions as well as those that may be harsh. Through strong ideological and political work, it is possible to inspire in employees a sense of responsibility and mission as \"owners\" of the organization, thereby aligning their thoughts firmly behind the goals of the organization’s development. Activities such as \"acting as a volunteer safety officer for a day\" should be carried out on a wide and thorough scale. Unit leaders and safety officers need to go to the production facilities, construction sites, and workshops in person, and through direct experience (by seeing, hearing, and operating things themselves), they can obtain accurate information from the front line, so as to take targeted measures in terms of education, funding allocation, and the improvement of safety practices. Third is the rule-based \"inspection\" method—using laws, regulations, rules, and operating procedures as a \"ruler\" to comprehensively examine and correct any deviations in the implementation of safety production systems. The Work Safety Law of the People’s Republic of China is a summary of experience gained at the cost of countless lives and bloodshed, and it serves as the fundamental law governing work safety. The Regulations on Work Safety are a continuation of the Work Safety Law and contain specific requirements. Operating procedures are scientific experiences that have been proven through demonstration and repeatedly tested in practice. In the face of laws and regulations, there are no special groups or individuals ; When it comes to production procedures, there is no room for the slightest carelessness or delay. Special interests, personal feelings, or temporary difficulties must not be used as reasons to lower the standards for enforcing laws and regulations and following established procedures; moreover, such malicious acts of deliberately violating laws and regulations are absolutely unacceptable. It is necessary to ensure strict compliance with them, clause by clause. Therefore, in the process of safety production management, unit leaders and safety officers must firmly uphold the principle of \"safety first, prevention first,\" and ensure that all production activities such as construction, planning, and deployment are carried out in strict compliance with relevant laws, regulations, and operating procedures. Regularly, thorough inspections are carried out in accordance with laws, regulations, and operating procedures; any practices that violate these laws, regulations, and procedures must be promptly and resolutely \"corrected\". For example, regarding the education and training on work safety for the persons in charge of production and operation units, safety management personnel, and those engaged in hazardous tasks, the Safety Law and the Regulations on Work Safety contain clear and specific provisions. It is necessary to conduct a thorough check against these regulations with regard to the planning, timing, location, content, personnel involved, as well as the assessment and evaluation of such education and training programs in enterprises and institutions. Regarding the monitoring of hazard sources (points), the \"Monitoring Regulations\" set forth specific requirements of the \"five fixings\", namely: fixing the location, fixing the monitoring content, fixing the signs, fixing the inspection cycle, fixing the responsible person, and defining responsibilities. When inspecting hazard sources (points), none of these five items may be omitted. When operating large machinery, during inspections it is particularly important to correct those \"ad-hoc\" rules and practices that represent a short-sighted attempt to find shortcuts. Anything that does not comply with regulations, rules, and guidelines constitutes a potential hazard for accidents; it may lead to the emergence of signs of accidents, and in severe cases, it can result in casualties. Such situations must be stopped immediately and corrected resolutely. Fourth is the surprise \"spot-check\" method—conducting unannounced random inspections at appropriate times, using surprise actions to assess the consistency with which regulations are followed. At present, many enterprises and institutions are well prepared for regular inspections or those conducted with prior notice; even those that usually fail to comply with safety regulations will make temporary corrections ; For those that have not been implemented, one can still rush through \"make-up lessons\" or \"write memoirs\", often focusing on passing inspections in the short term rather than fostering good habits over time. If safety production inspections always follow a systematic, routine, and pre-announced approach, it will be very difficult to identify problems. Therefore, conducting occasional unannounced inspections can help assess the determination and consistency with which units that normally carry out routine inspections adhere to safety production regulations ; For those entities that manage to pass checks by means of \"deception,\" it is possible to \"uncover their true nature\" and identify issues that are not easily exposed under normal circumstances or that are \"hidden\" during preliminary inspections, thereby understanding their actual situation and facilitating the detection of problems for corrective action. During implementation, it is important to pay attention to choosing the right timing and content for surprise inspections, as well as selecting appropriate units to inspect, in order to avoid checking only those units that are in good condition while ignoring those with many problems ; Or only examine the units with deficiencies, without looking at those that are advanced. Fifth is the analogy of the “recheck” method—“When a fire breaks out in the neighborhood, check one’s own stove”; “When one person falls ill, everyone should take precautions”; “Once the alarm sounds, it keeps ringing non-stop.” On this issue, three aspects need to be taken into consideration: First, it is necessary to regularly compare the problems that occur in other units in order to check whether there are any similar signs or potential risks within one’s own unit. One should not ignore a fire in the neighborhood just because nothing happens at home, nor should one treat others’ accidents as mere topics for casual conversation; being careless and acting recklessly will only lead to repeating others’ mistakes. Second, it is necessary to be good at drawing inferences from one instance and making use of the given topic. Whether an incident occurs in another unit or our own unit makes a mistake on some issue, it should be regarded as a mirror promptly, and its implications applied to all aspects of safety production management for repeated analysis. It is not possible to deal with matters on their own terms, to investigate them properly, or to handle them in an appropriate manner; otherwise, it will merely be a case of treating the symptoms without addressing the root cause, and the goal of preventing illness among everyone when one person falls ill will not be achieved. Third, the lessons learned from accidents must always serve as a warning. Once a safety accident occurs and the \"alarm\" for safety work is triggered, it must be kept in mind at all times, with constant vigilance – there can be no moment of relaxation. The approach of using a \"shame ring\" is quite instructive; establishing \"accident warning rooms\" and carrying out activities such as reflecting on past accidents can help ensure that employees and the general public understand that, no matter what they do, it is only by reminding themselves, holding themselves accountable, and examining their own behavior when everything seems fine that they can identify problems and shortcomings, thereby preventing accidents from occurring and maintaining a safe and stable working environment in the organization.
