Repairing is not about sealing leaks
Grind off the welds at both ends, then use a pipe of the same diameter to tap out the tube rows, and replace it with a new pipe for welding.
Grind off the weld of the leaking pipe, pull it out, and insert a new pipe to weld. Be careful to remove some and replace them with others; do not remove all of them before inserting the tube
You can go up to the 4th floor to have a good talk; they seem very professional.
