1. Purpose and Scope: These guidelines specify the basic requirements for preparing HSE work instructions, and are applicable to the grassroots organizations under the company. All grassroots organizations should prepare HSE operation instructions in accordance with these guidelines. The HSE Work Instructions outline the basic requirements for HSE activities at the grassroots level, as well as for grassroots organizations to identify and control various risks. They serve to support, rather than replace, the existing job operation procedures and HSE work documents. 2. Compilation requirements: Grassroots organizations can be divided according to process units or based on equipment operation units (such as workshops, drilling teams, fracturing teams, maintenance groups, etc.), but their integrity should be maintained as much as possible. The \"HSE Work Instructions\" are prepared by HSE managers, relevant technical experts, or experienced operators, and are put into practice after being reviewed by the HSE oversight department. Grassroots organizations should meet the requirements outlined in these guidelines as much as possible. Due to the characteristics of production operations, adjustments can be made without compromising the level of performance in terms of health, safety, and the environment. 3. The terms and definitions are in accordance with the Company’s HSE Management System Manual. 4. Prepare Guide 4.1 HSE Management System, which describes the main elements of the HSE management system of the organization that oversees this lower-level unit, including HSE commitments, policies, objectives, as well as specific HSE indicators derived from the HSE policies and objectives set by the higher-level organization. It mainly includes HSE commitments, HSE policy objectives, and HSE control indicators for grassroots organizations. 4.2 Organizational Structure 4.2.1 Management Model Describes the organizational hierarchy, the nature of construction work (production), as well as the internal production management and HSE management structures. It mainly includes the organizational structure and responsibilities for production management, the HSE management network structure and responsibilities, and a list of the main technical equipment. 4.2.2 Post Distribution Describes the production process, technological flow, composition of positions, as well as the distribution of positions related to the production process in this grassroots organization. It mainly includes production process and job location diagrams, hazard sources and job location maps, as well as a job composition table. 4.3 HSE Job Responsibilities All positions within this grassroots organization shall be defined in accordance with the following requirements. 4.3.1 Position Requirements: In accordance with the HSE management system as well as relevant laws and regulations, it specifies the HSE requirements that personnel holding this position must meet. It mainly includes the HSE operating procedures for the position, position-specific operating procedures, operation procedure diagrams, and precautions. 4.4 Hazards and Controls 4.4.1 Risk Identification Describes the various obvious and common hazards present in grassroots organizations. A risk matrix or list can be used to outline the severity and frequency of risks, as well as the positions involved. 4.4.2 Risk Reduction and Control: For risks that may typically pose hazards, conventional measures for reducing and controlling such risks include using HSE task lists for key positions, which detail the hazards, locations or stages involved, potential consequences, frequency of occurrence, as well as the measures for reduction and control; key points in operational procedures are also explicitly indicated. For specific or special tasks, in addition to identifying the aforementioned risks, it is also necessary to analyze the potential risks that may arise due to project changes, variations in task content, or staff changes. The control measures should be further refined and supplemented through the HSE Work Plan, and assigned to the relevant positions and personnel. 4.4.3 Emergency measures: Emergency response plans should be developed in accordance with potential natural disasters and emergencies, specifying the emergency organization as well as the responsibilities and duties of various positions within the emergency procedures. 4.5 Recording and Assessment 4.5.1 Record Management Specify the HSE aspects that each position should report on during the production process, as well as the requirements for filling out HSE records. It mainly includes filling requirements, data management, and acceptance requirements. 4.5.2 Position assessment is conducted regularly in accordance with the Position HSE Operation Guide Card to evaluate employees’ HSE performance and performance levels, specifying the assessment methods and implementation procedures. It mainly includes the assessment organization, implementation methods, assessment procedures, assessment cycle, and reward and punishment system.
