Is there no requirement that each welder be responsible for inspecting and testing the welds in the extraction pipeline, nor is there any requirement that a fixed proportion of welds be inspected at a rate of not less than 40%?

There is a case where, in accordance with the acceptance requirements of DL/T869-2012 and DL/T5190.5, there is no requirement for spot checks or flaw detection of welds performed by each welder, nor is there a requirement that at least 40% of the welds be inspected; this is inconsistent with the Safety Technical Supervision Regulations for Pressure Pipelines – Industrial Pipelines. How should such situations be handled?
