A volume control system, or the use of a unloading valve. It is not very meaningful to discuss energy conservation alone; the decision should be based on the operating parameters of the unit.

Unloading valves, clearance adjustment, etc., are all fine. However, some compressor manufacturers do not recommend adjusting the clearance, as this may lead to uneven stress distribution, thereby reducing the service life of components such as the crankshaft and bearing shells.
Unloader, stepless adjustment, clearance chamber – any of these will work, but the choice depends on the owner’s requirements and the daily operating conditions
