Can a 16-kilogram flange be made from Q235B steel plate?

According to GB150, when the design pressure is ≥1.6 MPa, the Q235B material cannot be used. So can a 16-kilogram flange be made from Q235B sheet? I’m seeking advice from experts: is it actually possible to purchase 16-kilogram Q235B flanges? ? ?
