Differences in the installation of busbar cabinets

I would like to ask: for a newly built factory facility with a 10KV incoming line, and two distribution rooms (one for high voltage and one for low voltage), each equipped with two transformers or one high-voltage motor – where should the bus coupler be installed?
Our busbars are located in each distribution room; they connect the two transformers in that particular distribution room, with the aim of ensuring power supply reliability. When one transformer fails, it is possible to supply power to the devices that cannot lose power using the busbars
Should a busbar be installed on both the high-voltage side and the low-voltage side, or only on the low-voltage side?
We only added a bus coupler on the low-voltage side
Add a busbar connection cabinet on the high-voltage cabinet side; place the busbar connection cabinet in one of the distribution rooms. It should be connected at the top using copper bars, while the bottom end is connected via cables (this depends mainly on the load capacity of that distribution room). Additionally, another busbar isolation cabinet is required on the high-voltage side of the other distribution room. The incoming cable is connected to the lower part of the bus coupler isolation cabinet. Also, how far apart are the two power distribution rooms? The design firms should provide this information
