Personally, I believe that for the water entering the stripping tower, a gas phase is more effective than a liquid phase. The reason is that if it is in the gas phase, its impact on the incoming tray in that layer is relatively smaller!
The liquid used for liquid-liquid extraction to enter the tower should be in liquid phase; a gas phase is only required if distillation properties are involved.
Is a stripping tower a solvent recovery tower? If so, the stripping water should enter the tower in a liquid phase; its role is to carry the solvent in the tray and downcomer to the bottom of the tower.
