Latest requirements for applying for coal safety certification for mining equipment using lithium-ion batteries

According to the minutes of the 2022 Symposium on Explosion Protection Technology for Mining Products, there are the following requirements for the use of lithium-ion batteries in mining equipment: 27. Requirements for the use of lithium-ion batteries (1) The types and capacity requirements of lithium-ion batteries used in mining equipment shall be in accordance with the relevant regulations and implementation rules set forth by safety standards. (2) In accordance with Note 4 of Table 14 in GB/T 3836.1-2021, the applicable standard/category for lithium batteries is GB/T 30426 or IEC 61960. The company should provide a test report or a compliance statement issued by the battery manufacturer. (3) For lithium-ion batteries with a rated capacity of no more than 10Ah used in flameproof equipment, in accordance with the \"Rules for the Review, Issuance of Safety Marks for Mining Products – General Requirements for Batteries and Battery Packs\" (ABGZ-MK-08-2017-01), the applicant enterprise must submit inspection reports issued by a testing institution at the ** level or at the ministerial level within the past 3 years; the safety performance of such batteries must meet the requirements specified in clause 4.4 of MT/T 1051-2007 \"Lithium-ion Batteries for Mining Lamps\". Starting from May 1, 2023, test reports that meet GB/T 30426 or IEC 61960 shall also be provided.
In summary, for mining equipment to use lithium-ion batteries, the following requirements must be met: 1. In accordance with the rules set out in relevant safety standard audits, select lithium-ion battery types and capacities that comply with the regulations； 2. Provide a test report or a compliance statement issued by the battery manufacturer to ensure that the lithium battery meets the requirements of GB/T 30426 or IEC 61960 standards/categories ； 3. For lithium-ion batteries with a rated capacity of no more than 10Ah used in explosion-proof equipment, the applicant enterprise must submit inspection reports issued by ** provincial or ministerial-level testing institutions within the past 3 years, to ensure that their safety performance meets or exceeds the requirements specified in MT/T 1051-2007 \"Lithium-ion Batteries for Mine Lamps\" ； 4. Starting from May 1, 2023, it will also be necessary to provide a test report that meets the requirements of GB/T 30426 or IEC 61960 standards. .
