Who exactly are these principal responsible persons? For example, a company has a general manager, and above the general manager are the president and chairman – do they need to carry out these seven responsibilities?

The chairman of a limited liability company (including state-owned sole proprietorship companies) and a joint stock company is the legal representative of the company, while the manager is responsible for overseeing the company’s production and operational management. Therefore, the principal persons in charge of a limited liability company and a joint stock limited company should be the company’s chairman and manager. For non-corporate enterprises, the principal person in charge is the plant director, manager, mine manager, or other top administrative leader of the enterprise.
