In accordance with the scope requirements of Annex J, the Examination Syllabus for Operators of Special Equipment, as specified in TSG Z6001—2019, bridge crane operators, gantry crane operators, tower crane operators, mobile crane operators, portal crane operators, elevator operators, cable crane operators, and the corresponding supervisors are required to obtain a \"Special Equipment Operator Certificate.\" However, those who are engaged in rigging work for lifting equipment, those who operate lifting equipment from the ground or via remote control, as well as operators of mast cranes and mechanical parking systems, do not need to obtain such a certificate. Although there are currently no qualification requirements for personnel involved in slinging operations on lifting machinery, as well as for those who operate such machinery from the ground or via remote control, and for drivers of tower cranes and mechanical parking systems, the potential risks associated with lifting operations mean that these roles should also be filled by designated personnel who have received appropriate training specific to lifting operations within the company and passed relevant assessments before taking on these responsibilities. When carrying out lifting operations in accordance with GB 30871, the designated supervisors must receive training as required by this standard and obtain the corresponding qualification certificates. Whether the commander and the rigger are the same person depends on the weight of the load and the risks involved in the operation. Generally, tasks involving lifting loads of less than 10 tons can be carried out by the same person, provided that reliable safety measures are in place. For tasks that require the preparation of a lifting plan, the supervisor and the rigger should perform their respective duties; these roles should not be handled by the same person.
