Article 20 of the \"Rules for the Registration and Management of the Use of Pressure Pipelines\" stipulates that when the safety condition of a pressure pipeline changes as a result of modifications, repairs, or regular inspections or risk-based inspections, the user shall fill out the \"Registration Form for Use\" again within 30 days after such modifications, repairs, or inspections are completed, in order to proceed with the update of the registration details. ” Who decides when there is a change in the safety conditions specified in the regulations?
