When do welders use manual arc welding? When should TIG welding be used for the root pass and manual welding for the finish pass?
Shouldn’t you have welding techniques?
Refer to standard 50236. Generally, the design will specify requirements regarding welding, but whether TIG welding is needed for backing is not always necessary; the key factor is whether the weld can pass inspection. It is very difficult to pass inspections on welds that do not have a backing layer.

The welding method used is related to your inspection criteria. Of course, if your welders are highly skilled, manual welding can work as well and it can also help save costs; no one will interfere with that. If their skills are average and there’s a risk of failing the inspections, then using TIG welding might be a good option

I took a look at the design drawings here; there is no requirement for TIG welding as a base layer for the chlorine pipes
