Why do the ends of the penetration sleeve need to be sealed?

In many sources it is stated that both ends of the penetration sleeve need to be sealed and equipped with exhaust pipes, but I have never found an explanation for why this is necessary. As I understand it, the sealed design is intended to prevent water from entering the casing, thereby avoiding corrosion of the casing and pipes ； The additional exhaust pipe is installed to enable timely detection of any perforations or leaks in the pipes inside the casing. I’m not sure if my understanding is correct; please advise, experts.
