What are the causes of valve surge?

It’s really difficult to identify the cause of valve surge at the site; everything seems fine when checked. Could high back pressure on the valve cause surge? Do those operational parameters of valves have requirements regarding pressure difference?
Yellow represents the distillation column pressure, and pink represents the reflux flow rate.
Pneumatic diaphragm control valves exhibit the phenomenon of being restricted to a certain open position. This phenomenon may occur when the fluid pressure is equal to the diaphragm signal. There’s also an issue with the set ratio. Is it feasible to change the valve opening? Perhaps changing the openings of other valves could help improve the situation with the valve that is currently in use. It’s also a good idea to check the valve positioner.
