Isn’t it for measuring traffic? Differential pressure flow meters require a throttling device.

Orifice plate flow meters are inherently differential pressure type
The measuring elements of differential pressure flow measurement devices are collectively referred to as throttling devices. A throttling element is installed in the pipeline to create a differential pressure, and the flow rate is measured indirectly through the relationship between this differential pressure and the flow rate. Throttling elements include orifice plates, nozzles, Venturi tubes, etc.
This tube appears to be 50 in diameter. The throttling device is a orifice plate, whose central aperture is much smaller than 50; due to its small size, it allows the maximum flow rate to remain below a certain set value, thereby ensuring a minimum flow rate. Why not use pipes with a smaller diameter? Because if the diameter of the entire pipe is small, the resistance throughout the pipeline becomes too high, which hinders transportation; reducing the diameter at only certain points can achieve the purpose of flow control, while keeping the resistance in the entire pipeline low
