Is the negative wall thickness deviation calculated as a percentage of the calculated wall thickness or as a percentage of the selected wall thickness?
Select the negative deviation based on the nominal wall thickness. That is, choosing the wall thickness as you mentioned.

Different pipe standards result in varying levels of deviation.

There is also a maximum deviation value; the minimum of the two values is taken, it’s not simply based on a proportion
