Where can I buy tools for operating dark rod underground gate valves?

The newly installed underground fire-fighting water pipes in the facility use concealed stem underground gate valves, but the company’s purchasing staff claim that there are no corresponding switching tools available on the market. I remember that in the original unit, a thick iron block was machined into a conical square shape at its center, and a rod was welded to the top for operating the valves outside the well. Was it really not sold? I’m curious to know how everyone handles this – do they buy it from manufacturers, use pipe wrenches to operate it down in the well, or do they measure the square taper themselves and then machine one?
Weld a door-shaped long-bar wrench by yourself. . .
What to buy? I can just make it myself
