Blind plate numbering rules

The company has installed a total of 300 blind plates. Previously, they were simply marked with the label “Blind Plate”; now it is necessary to assign them uniform numbers. I would like to ask the experts here what the rules for numbering are. Thank you! !
Our rule is generally to start from 001; it’s necessary to keep a ledger in which the numbers and the status of the switches are recorded (any change in status on a given day must be documented). Pull out and insert blind flanges, issue invoices and keep records, with management personnel present throughout the process until the work is completed; then check whether the number of blind flanges matches the number indicated on the invoices.
My blind flanges are all fixed and installed at the end of the pipes; under normal circumstances there is no need to remove or install them. Can they simply be numbered and sorted instead?
The end? A blind flange (flange cover) is generally used at the end, isn’t it?
There are no specific regulations; you can first assign a large number to each unit, then add a system number, and proceed according to the established process
