Is this the proper way to indicate the dimensions?

It was the first time I saw that dimension markings could be presented in this way; it was quite informative for me. I asked the designers, and they said they had always done it this way. I couldn’t find a source that uses this expression. There have been discussions I’ve seen.
As long as one can understand it, who cares, haha
The numbers are repeated; I think it would be better to draw cross-sectional views. Marking distances for pipes that are not on the same horizontal plane seems inappropriate.
