Torque management for steel-lined PTFE pipes

Hello everyone, I would like to ask how the torque value for lining pipes is set in your companies, and whether gaskets are needed or not! Because after tightening the torque value of the steel lining pipe on our side, the bolts are still loose; in addition, there are two PTFE flange flanged sealing surfaces, and another gasket is added as well, which means the total thickness of the gaskets is at least 6 mm or more! So I’d like to ask everyone how torque management for this type of steel-lined pipe should be carried out
If it is a connection of pipes with the same lining, no gasket is required
