Discussion on hydrostatic testing issues for titanium alloy pipes

One of the standards for hydrostatic testing of titanium alloy seamless steel pipes stipulates that when the pipe diameter is 76 mm or less, the testing pressure shall not exceed 17.2 MPa; when it is greater than 76 mm, the pressure shall not exceed 19.3 MPa. Could you tell me why such high pressure limits were set? What should be done if the design pressure exceeds this value?
