Dear experts: Are there any regulations or standard requirements regarding the direction in which the ears of the stop gasket installed on the valve flange should be bent?

These are double-ear stop washers: one ear bends downward to hook around the perimeter of the support surface, while the other ear bends upward to hook around the opposite side of the nut, thereby securing the nut in place and preventing it from moving. The small ears shown in the diagram do not hook around the opposite side of the nut, so they cannot serve as a means to prevent movement
