Is it possible to insert a blind plate between the two flanges as a seal for the pipeline?

As shown in the diagram, there is a situation where the client wants to add a blind flange between two flanges in order to seal the pipeline. Is this feasible? Can it be sealed tightly? The connection methods on both sides of the blind flange are different; does this mean that such a blind flange needs to be custom-made or what? At the current stage, this pipeline is not in use. With this design, how will it be connected once the pipeline starts to be used?
It should be possible to achieve this; refer to the 8-character blind plate standard, spectacle blind.
For 8-character blind flanges, gaskets are required; otherwise, how can there be sealing?
