Why is the number of bolts in control valves and ball valves different at the same pressure rating?

For the same pipeline and the same pressure rating, why is the number of flange bolts different for control valves and ball valves?
The number of flange bolts is the same for each grade. Is the pipe DN65?
I misread it; there’s a size change in the middle, from 50 to 40
The number of bolts for 40 and 50 is also 4 each
I used to think the same way too; I checked specifically and found that 300BL is indeed different
The national standards are the same; the American standard of 300lb is different
Are the execution standards the same? If they’re all the same, someone must be cutting corners!
As long as the flanges are of the same size, it’s fine
