Insufficient feed to the shielded pump

Help: There are currently 2 shielded pumps, one in use and one as a backup. When one pump is in operation, the pressure is low; even after increasing the opening of the outlet control valve, the pump’s pressure drop does not allow for an adequate flow rate, and the pump makes noise； It’s fine to operate with two pumps. Is this caused by insufficient pump feeding? If the feed is insufficient, won’t running two pumps result in even less feed?
If it is under automatic control, it is recommended to set a limit for the opening degree of one of the valves. It’s likely that this setting is exactly in the “blind zone” phase. While there is a slight difference when using just one pump at its maximum capacity, when two pumps are in use, the one with the lowest capacity may lack certain operational requirements. In this case, reduce the flow rate of one of the full-capacity pumps and try again once the operating conditions of the other pump are satisfactory.
