Doubts regarding the sealing of drainage pipes in outdoor tank areas

As shown in the figure below, it depicts the drainage pipes of the sunken sump wells in the outdoor tank area. A flange compression plate similar to a stuffing box has been installed on the drainage pipes and the concrete structure; I am not familiar with the internal structure of this design. Does anyone here have a schematic diagram of this type of sealing mechanism? Is it truly a packing seal? What about the material? Thank you so much!
