Installation of insulation/heat retention pipe supports

I would like to ask everyone: for an acrylic liquid pipeline with a design temperature of -45°C, low-temperature steel is used; the operating temperature is the ambient temperature, it is a plain pipe, and a pipeline safety valve has been installed. Is it still necessary to use insulation for the pipe supports in this case? Also, for steam pipes, at what temperature threshold should insulation be added to the pipe supports?
In the dead of winter, with snow flying all around, if you stand in the snow barefoot wearing only a down jacket, heat will surely escape through your feet. Therefore, both cold-insulating pipe supports and heat-insulating pipe supports are necessary.
