Pipeline design, construction, and acceptance for complete sets of equipment

Everyone, complete sets of equipment such as large compressor units along with the associated oil stations, heat exchangers, etc., contain process pipelines and auxiliary pipelines. How are the design, construction, and inspection of these pipelines carried out? Does the supplier of the complete sets of equipment need to have qualifications for pipeline design, construction, and inspection? If the supplier is the \"athlete\", then who is the \"referee\"?
It comes with the equipment itself; there is no separate pipeline design or manufacturing qualification required. Similar to this are: boilers.
Is there any standard specification for this? We once encountered a project where the client required qualifications for pipeline design and manufacturing; after long negotiations, we still failed to obtain that project.
