Can the Fisher pneumatic control valve adjust both flow and pressure?

A control valve serves to regulate flow; when the flow rate after the valve decreases, the pressure naturally decreases as well
I just don’t understand why so many people think that pressure and flow rate in a pipeline are two separate parameters ! Does a pressure control valve only regulate pressure, and a flow control valve only regulate flow? ! They are all control valves that achieve regulation by changing the local resistance in the pipeline; the only difference lies in the parameters that are measured before and after regulation.
