Does a hydrogen cylinder pressure regulator come with a safety valve?

Hydrogen is used in the process; it is reduced to 0.05 MPa using a cylinder pressure regulator. It is not clear whether the cylinder pressure regulator is equipped with a safety valve, and whether additional safety valves are needed in the subsequent process pipelines. Also, if an normally open valve is installed in front of the safety valve, should the pressure rating of this valve be set to the maximum pressure of the cylinder? Thank you~~
