I have a question regarding the new standard 20# material

Today I found that for the 20# material specified in the GB/T699-2015 standard, the Mn content ranges from 0.35 to 0.65, while according to the NB/T47008-2017 standard, the Mn content is between 0.6 and 1.0. So, does the 20# material under the 699 standard count as the old-style 20#? And which standard corresponds to the new-style 20#? In other words, which material replaces it? I often hear people talk about old-style and new-style 20#, but I don’t really understand it. I hope my friends can give me some guidance
