Consultation--Questions regarding the applicable operating conditions of flame arresters

I have already studied the reasons related to flame arrestors in detail before; now there is one issue I don’t understand. I would appreciate it if some experts could give me some guidance. Thank you! A gas pipeline is connected to the burner as fuel for its combustion. A flame arrester is installed on this gas pipeline (near the burner) to prevent flames from spreading into the pipeline. My question is: if there is always natural gas (i.e., methane) in the pipeline, then even if a flame does manage to spread inside the pipeline, there is no oxidizing agent (i.e., oxygen) present there – so how can combustion occur? Is it for this reason that there is no need to install this flame arrester?
If it can be tempered, then there won’t be gas flowing continuously
Regarding the installation of a flame arrester between this burner and the natural gas pipeline, does anyone know if there are any regulations regarding this in the relevant standards? Thank you
