Valve flow direction issue connected to the container

For the valves connected to the container, does it not matter which way the medium flows? Does the flow direction always be outward? Is there any regulation in this regard? Please advise. Because I heard a statement today that seemed reasonable as well. That is, in the event that there is a leak in the valve’s seal, such as if the bellows are damaged, the valve can still function to shut off the flow; otherwise, leakage would continue.
The direction in which the valve is under pressure after it is closed should be considered the valve inlet direction. The two main functions of a valve are to regulate the flow rate of fluid and to shut off the flow of fluid.

The flow direction of the valves in a process needs to be understood from a fundamental perspective. Some processes require a change in the flow direction of the fluid; the orientation of the valves must therefore meet these requirements. By establishing reference points, it becomes easier to understand this, for reference only.
